The News

TWIN RIVER MERGE WOULD MAKE IT PUBLICLY TRADED

Twin River is probably one of the largest casinos under the radar in the entire country.  With the 6th largest casino floor, and the addition of table games, a hotel, expansion, and now sports betting, it continues to take a bite out of the New England casino pie.

Another change is in the wind as now it’s on track to merge with the publicly traded Dover Downs, Track, Hotel, and Casino in Dover, Delaware.  After gaining this casino, TR will also be changing itself into a public company, with stock listed on the New York Stock exchange.  The acquisition of Dover Downs was announced in July of 2018 – just three weeks after Delaware lawmakers approved a tax cut for Delaware’s three casinos, which are struggling amid increased competition from neighboring states.

Since buying the Lincoln, RI Greyhound Racing facility in 2007, Twin River Management Group has continued to expand. Twin River’s current holdings include two casinos in Rhode Island, the Hard Rock Hotel & Casino in Biloxi, Mississippi, and a horse racetrack with off-track betting in Aurora, Colorado.

Last month, Twin River Worldwide Holdings, Inc. and Affinity Gaming (“Affinity”) announced that they entered into a definitive agreement under which Twin River will acquire Affinity’s subsidiary that owns Golden Gates, Golden Gulch and Mardi Gras – Affinity’s three casino properties in Black Hawk, Colorado.

Third Tribal Casino in CT Back in Discussions

The “on-again, off-again” third joint casino venture by the Connecticut’s two gaming tribe’s – the Mohegans and Mashantucket Pequots – seems to be picking up steam once again.  The embattled casino was meant to break ground in East Windsor, CT last year, but has had much opposition from federal lobbyists and MGM. Tribal leaders now assure state lawmakers that they remain committed to opening their “Tribal Winds” casino near the Massachusetts state line to help the tribes’ existing Connecticut casinos compete with MGM Resorts’ new casino in Springfield, Massachusetts.

The AP reported, “Tribal leaders had originally hoped to open the jointly owned and operated satellite casino before MGM opened its doors last August, but their plans were stymied by the U.S. Department of Interior, which refused to sign off on an amended revenue-sharing agreement between the state and the tribes. A federal investigation into former Interior Secretary Ryan Zinke and his agency’s handling of the matter is underway. Both Butler and Brown said Tuesday they believe heavy lobbying by MGM is to blame for the lack of federal approvals so far. A message was left seeking comment with an MGM representative.”

The Mashantucket Pequot and Mohegan tribes announced “Tribal Winds,” the new name for the roughly $300 million project, is “shovel ready.” The tribes issuing a reminder about the revenue it’s supposed to generate – including an estimated $75 million a year in gaming revenue to the state. When financing for the project has been secured, the tribes will make a $30 million advance payment to the state.

MGM SPRINGFIELD NOMINATED FOR Historic preservation award

Peter Goonan of MassLive reported for The Massachusetts Gaming Commission voted unanimously on Thursday to support MGM Springfield’s application for a state historic preservation award, praising MGM for creating a unique design that helped save various historic buildings and architecture.  The $960 million MGM Springfield casino is being considered for the Historical Commission’s annual preservation awards in the category of “Adaptive Reuse” projects.

In addition, working with the Springfield and state historical commissions, MGM Springfield “restored and renovated the 1895 State Armory head house that was badly damaged in the 2011 tornado, restored the facades of the 1912 Union Electric building and the 1846 Chandler Hotel,” MGC member Bruce Stebbins said.  The Massachusetts Gaming Commission praised steps taken by MGM to preserve Springfield’s history, such as the expensive, complex project of relocating the 1887 French Congregational Church from one area of the casino footprint to another area on site.

NEW ENGLAND GAMBLING LEGISLATION OPENS IN A FLURRY

The number of gambling bills introduced to New England’s state legislatures hit an all-time high in February.  State by state, the new bills included:

CONNECTICUT

1. Four bills were introduced, ranging from sports betting to new casinos.  They are: SB 11 – eliminate the federal requirement that’s stopping the Tribal Winds project in East Windsor from moving forward. Currently, the state needs approval from the Department of the Interior.
2. SB 17 – allowing casino operators to conduct sports betting in person or online to anyone within the state 21 or older. If that bill is accepted, the Connecticut Lottery would also be allowed to offer an online keno product through an agreement with the two tribes. This could violate the state agreement with the tribes.
3. Another bill to the house would form a state gaming commission and create a competitive bidding process for a new resort casino. The tribes said this would violate the compact.
4. A second house bill would see the launch of the Connecticut Gaming Commission and would authorize a competitive bidding process for an integrated casino resort in the Connecticut city of Bridgeport. MGM is behind the bill and has been trying to get it approved for a couple of years.

MASSACHUSETTS – Gov. Charlie Baker proposed to legalize sports betting in Massachusetts. Baker’s proposal would allow both licensed casinos in Massachusetts and online platforms like DraftKings to build their own sports betting operations, and would limit gamblers to bets on professional sports, excluding collegiate and high school athletics, as well as Esports. Baker’s bill would give oversight of sports betting to the Massachusetts Gaming Commission, which would vet license applicants and enforce consumer protections, such as the prohibition on anyone under 21 from placing a bet. Some proposals floating around the Legislature would not allow mobile platforms to take part in sports betting, but instead require them to contract with a physical establishment like a casino.

RHODE ISLAND – Rhode Island could have online sports betting apps as soon as this year. Senate Dominick Ruggerio submitted legislation to allow mobile sports wagering through the Twin River properties. The bill contains a provision requiring initial, in-person registration for a mobile account at a Twin River property. Bettors then would be able to wager from anywhere in the state.

NEW HAMPSHIRE – Gov. Chris Sununu voiced his support for legislation that would make betting on sports games legal under the supervision of the state’s lottery commission. The bill, HB480, would legalize betting on professional sports and the majority of Division I college sports. Games involving New Hampshire colleges would be excluded. “Opening New Hampshire to legalized sports betting would bring in more than $10 million in additional revenue,” the governor’s office said. “Ten percent of revenue would be earmarked for services to support treatment and prevention of gambling addiction in the state. Other revenue would be put toward the state’s education system.”

MAINE – The Portland Press Herald reports the state legislature will consider several bills that would sanction and regulate sports betting, including:

1. Benjamin Collins, the representative from Portland, is sponsoring a bill that will help Maine’s native tribes, and believes a compromise measure between various bills will come together. Such a bill would include sports betting legislation for casinos, off-track betting parlors, harness racing and tribes.
2. Senate President Troy Jackson is sponsoring another two bills that would cover online and mobile gaming. His bills would prohibit betting on college sports, minor league teams as well as youth sports.

VERMONT – No legislation was filed in 2018, though a fantasy sports bill was proposed. The bill died in committee. NETG doesn’t expect it to happen in the Green Mountain State, at least in the next two years.

OXFORD CASINO HOTEL – A plan to activate the traffic lights at the Oxford Casino intersection on Route 26 is scheduled as part of a road project due to begin in April. The redesign of the intersection at the entrance to the Oxford Casino, including the activation of the traffic lights, was prompted by a fatal accident in July 2016. Two Rhode Island businessmen crossing the street from the Oxford Casino to the Hampton Inn were struck and killed by a motorist. The intersection also was the site of a serious accident later that summer involving a motorist and an Oxford Casino shuttle crossing to the Hampton Inn.

MARQUEE REWARDS BECOMES MYCHOICE – Marc Meltzer wrote for TravelZork the following news, “Penn National Gaming announced it was purchasing Pinnacle Entertainment. This December they’ve announced that they will be combining players clubs in the new year. Penn National Gaming customers will migrate from Marquee Rewards to Pinnacle’s MyChoice players club. The combined players club will be one of the largest in the country with more than 35 locations (some locations are racetracks or racinos).” Two New England casinos will be changing over – Plainridge Park Casino in Plainville, MA and Hollywood Casino in Bangor, ME.

RYAN ZINKE AFFAIR – Prosecutors are presenting evidence to a grand jury in Washington in a probe as to whether former Interior Secretary Ryan Zinke lied to federal investigators about a request from a Connecticut casino rival to MGM Springfield, according to The Washington Post. The proposed East Windsor casino sparked a lobbying campaign by MGM Resorts International. The tribes allege that Zinke decided not to grant their application because of political pressure.

WYNN SETTLEMENT – Nevada casino regulators reported to have fined Wynn Resorts Ltd $20 million in a settlement with the company involving misconduct claims against former chief executive Steve Wynn. The casino company, which has operations in Las Vegas and Macau, said the conclusion of the review by the Nevada Gaming Commission was a step forward for the company and its new leadership. Wynn Resorts’ $2.5 billion Encore Boston Harbor gambling mecca is still set to open in late June, with jobs at the towering casino complex already being advertised and deals for gamblers being advertised.
